The URL https://phabricator-dev.allizom.org/2 has a trailing /2 which is unusual for a phabricator.uri. The existing dev Phabricator URL reference in taskcluster/docker/updatebot/run.py uses https://phabricator-dev.allizom.org/ (no /2 suffix), and the previous production URL also ended with just /. Is the /2 path intentional (e.g. a multi-instance setup), or should this be https://phabricator-dev.allizom.org/?
